@Marianne Pease - I move that the parliamentarian be removed and another
appointed in his place. The ethical and advisory capacity of
parliamentarians is well established in Robert’s Rules and defined in a
corporation to limit any authority including such “enforcement” as is implied
in this stated. (See screenshot 1 below.). Additionally, per our
Standing Rules (see screenshot 1 and 2 below), the parliamentarian serves at
the pleasure of the president to ADVISE on rules of order per the latest
edition of Robert’s Rules of order, not to enforce a perceived timeline as he
has outlined which has not been adopted or included in this discussion by a
vote of the BoD. He cannot, in fact, do
anything but advise the president and board, and is attempting to force a
discussion to take a format of his choosing, running against those already
stated timelines that have been previously presented, which would create the
appearance of impropriety against impartiality, essentially attempting to
subvert, end, or otherwise impair the conversation from occurring.

These are the duties of a parliamentarian and
“freezing” debate or discussion (see screenshot 4), while it can be a
recommendation, is not an authority that the position offers.
As a parliamentarian with the VADPVA, I would
ask the president to look into hiring an independent third party
parliamentarian who is not a part of the organization through the National
Association of Parliamentarians to continue facilitation of this highly charged
discussion, if no other person experienced with Robert’s Rules who is impartial
to the discussion can be found from within the corporation.

Mera, I posted only because you had not yet
acknowledged the motions that had been made. It is part of the Parliamentarian's
duties to be sure proper procedure is followed. I rarely speak up unless asked
for an opinion. Our Standing Rules for on-line meetings require that a motion
that has been seconded is assigned a motion number, beginning the 15 day discussion
period. Since both motions I referenced deal directly with the motion to adopt
the new guidelines, discussion on that motion must be frozen until both motions
are dealt with.

I'm sorry you think I am partisan. Check with everyone who has ever worked with
me. I do not render an opinion on anything. I don't even vote when a motion to
adjourn is made.
