Haven’t started on that yet, and the plan is
designed to not impact (or even touch) the existing costume.org forwarding
addresses.

The underscore is the problem. I've reproduced
the message by sending a test to the same address.
The response coming from gmail is because
of the activiation of the gSuite
for non-profits. Our existing emails are grandfathered in through the old
server, but new ones are passed to the gSuite mailserver, which is running Google Mail under the covers
(aka enterprise level gmail).
Since icg_president
is not the right address, it was passed on to the new handler and bounced from
there.

the MX records for costume.org still
point to 174.127.110.168. They don't route to Gmail at all yet.

Kevin's bounce was from the gmail
servers because he was sending from gmail.

bounces always come from the last successful
submission hop. Since mail rarely makes multiple hops anymore, that's the
server you submit to when you hit send, because it can't hop to the destination
server on error.
