I move that:
1. The ICG make the appropriate filing(s) with the IRS to ensure
that our corporate 501(c)(3) non-profit, tax-exempt (federal) status
also includes any ICG chapter in good standing that chooses to
qualify as a "subordinate" of the parent corporation. And,
2. that the Board of Directors approve the allocation of $900.00
from the ICG's reserve funds to be used for the required, associated
IRS filing fee.

Do you approve Motion 04-07-01 (moved by Rob Himmelsbach, seconded by Jan Price), admitting to the ICG as a new chapter the Middle Tennessee Costumer's Guild, representing middle Tennessee & centralized around Nashville, TN?

Do you approve Motion 08-07-01 (Bruce MacDermott moved, Bruce Mai seconded)? It states: In an effort to provide a minimum level of funding for the ICG Archives, Standing Rule 4 shall be modified to read: "4. Dues for the Corporation shall be set at $8.00 [U.S.] per Individual member per year, and $4.00 [U.S.] per Household member per year. Membership dues will include $2.00 restricted for use as Archive Funds. The remainder of all dues will be unrestricted General Funds." This change would take effect for all new memberships paid after the 15th day of the month following passage (should it pass) of this motion, and for renewing memberships with expiration dates 31 days or more after passage of this motion.

Do you approve Motion 01-09-01 (Bruce MacDermott moved, Jan Price seconded)? It states: "Whereas there is no approved budget for the 2009 fiscal year:
in order to continue paying the Corporation's bills, I move that the 2008 Budget be extended for one additional quarter (until March 31,
2009), at the current Income/Expense rates, pending adoption of an new budget for Fiscal Year 2009."

Do you approve Motion 10-09-01 (moved by Kevin Roche, seconded by Kelli Lynch), admitting to the ICG as a new chapter the Oklahoma Costumer's Guild, aka Oklahomasque representing Oklahoma and Oklahoma City, said admission and recognition dependent on our receiving all necessary paperwork and fees from said group.

Do you approve regarding the Motion (02-2009: Moved and Seconded (Jackie Bowin, Ann Catelli) "That the ICG direct the ICG President to form a special committee. The committee will be formed of at least 1 elected ICG officer and at least 2 members of the ICG at large and shall be directed to formulate a draft of standards and procedures for masquerades to be recognized as international competition. They shall be directed to take input from the BoD and the membership at large. Committee will be further directed to produce a draft of standards and procedures no later than 3 months after formation or April 1, 2010 whichever comes first."

Do you approve regarding the motion (03-2009: Moved and Seconded (Jackie Bowin, Kerri Knorr) "That the ICG
officially recognize the Anime North Masquerade as an International Competition
and amend the ICG Guidelines to reflect thus."

ICG officer."

Replace Standing Rule 24 (as currently numbered) with the following:

24. Communications and Public Relations

Communications within ICG and relationships with other costuming
communities and the public are important to promoting the purpose and
mission of the ICG. A Communications and Public Relations function is
established as follows:

a) The Corresponding Secretary shall be responsible for all official
internal and external correspondence on behalf of the ICG.

b) The Corresponding Secretary shall follow up with local chapters and remind them
of their responsibilities and duties to the ICG. The Corresponding
Secretary shall also maintain a calendar of all ICG deadlines and
events, including, but not limited to, membership due dates, ICG
Newsletter submissions, Annual submissions, and proxy submissions, and
to inform and remind chapters of these items at 30 days, 14 days and 5
days prior to the deadline or event. These notices may be sent
electronically, via postal service or telephonically.

Consolidate SR26, SR27, and SR28 (as currently numbered) into a single
SR as follows:

[Y]. Publications

Publications serve an important role in disseminating knowledge of
costuming practices, and keeping members informed of ICG and Chapter
activities. A publications function is established as follows:

a) A ICG Newsletter shall be published no less than four (4) times per
year in both on-line and print editions as a membership benefit. Members
may specify which edition they prefer to receive. It shall include a
summary of all official ICG business and reports received. It is
recommended that The ICG Newsletter also include updates from Chapters
about their activities and events, as well as feature articles. The
Newsletter shall be published by a Newsletter Editor, appointed by the
Board of Directors, who serves at their pleasure.

b) A Publications committee is established as a standing committee. The
Committee shall be composed of the Newsletter Editor and at least two
other members appointed by the President. The President may appoint any
member as it's Chair. Appointments shall be reviewed and confirmed by
the President annually. The role of the Publications Committee is to
oversee the ICG Newsletter and any other ICG publications they may from
time-to-time establish, and to set editorial policies for these
publications.

On-line technologies and social media are increasingly important as ways
for members to communicate, and for the ICG to disseminate information.
A Technology and Web function is established as follows:

a) The ICG shall maintain a website that provides information about the
ICG. The website shall include announcements, copies of all official ICG
documents and financial reports, all on-line issues of the ICG
Newsletter, the Pat & Peggy Kennedy Memorial Archives, and The International Costumers Gallery. It is recommended that the website also include costuming
information such as convention schedules and links to useful costuming
resources. The website shall be the responsibility of a Webmaster,
appointed by the Board of Directors, who serves at the.

A records and archives function is established as follows:

a) It is the duty of the Recording Secretary to maintain the official
records of the Corporation, including its By-Laws, Standing Rules, and
meeting minutes, in good order. The Recording Secretary shall also
maintain a list of all committees of the Corporation under Article V
section 11, including the names of the members of each committee, the
names of the committee chairs, and the expiration dates of committee
appointments (if any). The Recording Secretary shall ensure that
accurate copies of the By-Laws, Standing Rules, annual Board and Member
Meeting minutes, and lists of committees and appointments is maintained
on the ICG web site for access by members of the organization.

b) An Archivist role is hereby established, who is responsible for
building and curating an archive of contemporary and historical material
related to the ICG and the practice of the costuming art form. The
Archivist is appointed by the Board of Directors and serves at their
pleasure. The archive shall be know as ""The Pat and Peggy Kennedy
Memorial Library." The Archivist is responsible for establishing
archive policies. The Archivist shall maintain and make catalogs of
archived material available on the ICG website and, to the the fullest
extent possible, convert archived material to digital form for long-term
preservation and on-line access.

30. Budget and Finance

A Budget and Finance function is established as follows:

a) The Treasurer shall present a written annual budget to the Board for
consideration no later than November 1st of the preceding year. The
Treasurer may set deadlines for input by officers and committees to
ensure the timely delivery of the budget. The Board shall consider the
Treasurer's proposed budget, make such changes as the Board finds
desirable, and adopt it no later than the December 31st of the preceding
year. The Treasurer shall ensure that an accurate copy of the approved
budget is maintained on the ICG web site for access by members of the
organization.

b) The Treasurer shall report the Corporation's revenues and
expenditures to the Board at least quarterly. The Board may increase or
decrease budgeted expenditures as needed during the course of each year.
To meet arising needs, the President may, without the Board's approval,
increase or decrease budgeted expenditures each year by an amount not to
exceed fifteen (15) percent of the budgeted amount and shall promptly
report such changes to the Board.

c) The Treasurer shall prepare a report as soon as possible after the
close of each year on revenues and expenditures in comparison to the
approved budget with any revisions made during the the year, and ensure
that an accurate copy of the report is maintained on the ICG web site
for access by members of the organization.

Motion 2012-8 to appoint Carole Parker as ICG newsletter editor
having been made and seconded, and a minimum of fifteen (15)
days of discussion having passed, do you vote to approve the
appointment of Carole Parker as ICG newsletter editor?

Do you approve motion number 2012-9: Proposed 2013 ICG budget.
The budget is a PDF file named "2013 L-L budget by qtr v-2.pdf"
that is located in the Files "Budget" folder for those who wish
another look prior to voting.

TechSoup is offering a 25-pack of Quicken Premier 2010 financial management
software to non-profits at this time. The software runs under Windows, but can
also run on a Mac under BootCamp or something like VMWare Fusion or Parallels.

The purpose of this poll is to determine whether enough chapters would be
interested in having this software to manage their finances. It's not clear how
long it will be available, so I'm asking each chapter to respond once to this poll
as soon as possible. The poll will close on Friday at noon Pacific time.
